Tornado Victim Relief

On Tuesday, February 5, 2008, at about 10:20 p.m, a supercell tornado dropped down in Sumner County, Tennessee moving through Castalian Springs into Macon County, Tennessee. This tornado remained on the ground across the entire length of Macon County, striking the northwest side of Lafayette, moving into Monroe County, Kentucky before lifting northeast of Tompkinsville. This tornado traveled 51 miles across Sumner, Macon, and Monroe Counties alone, with wind speeds of 110-140 mph. This tornado spun what was believed to be other tornado cells. The supercell tornado had rates of EF2 and EF3 throughout Macon County. In Macon County alone, the tornado left 18 people dead, 250 homes and businesses completely destroyed and many, many other homes damaged with a great loss of personal property.

On Wednesday, February 6, 2008 at about 2:00 am, another tornado touched down in Holland, Allen County, Kentucky. This tornado was equally powerful but thankfully smaller in length. This tornado killed 4 people in Allen County and destroyed many homes in and around Allen County.

President George W. Bush visited the ravaged area of Macon County, Tennessee on February 8, 2008.

Bro. Carl Ray Pedigo and Rev. Wayne C. Keen formed a help committee They contacted all churches in the Mt. Union Association, first surveying victims from each church and finding out their needs and second encouraging each church to give a donation to be given to the victims from the Mt. Union Association. Many of the lost lives were relatives of our church members. Grace Baptist Church in Lafayette was a complete loss.

On Saturday, February 23, 2008, the pastors and other church representatives meet at Maple Grove General Baptist Church to discuss the matter of funds and decided to distribute as follows: loss of home 2 shares and loss of possessions/personal property
1 share. It was also decided that these funds would be given directly to each church that had victims and they would distribute these funds in person on behalf of our association.

Donations were received as follows:
Bethpage $122.00 Corinth $500.00
Eulia $2164.00 Freedom $300.00
Garrett's Creek $700.00 Highland $457.00

Thanks and Appreciation

We want to give Him thanks for our host churches Eulia and Freedom for the good job they are doing and for the help and support from everyone else, for making this the 133rd setting of the Mt. Union Association good for all who will attend.

Rev. David Scruggs
Rev. Doug Carter Jr.
Rev. Guthrie Gregory

Tithing and Finance
(Appointed)
We, your committee on Tithing and Finance, wish to submit the following report for consideration:
We feel that one of the biggest reasons that marriages end, families separate, old grudges never heal, things of the world control our lives and even churches close their doors is that Christian’s financial lives are in a mess. According to marriage counselors, the number one cause of divorce in America is too much debt.
To quote, Rev. Willie B. Lyles, in his sermon during our recent revival at Martin’s Chapel , “the Bible tells us that God loves a cheerful giver but why is it that we never hear anyone shout when the offering plate is passed?”
Money drives us. Most Christians are more loyal to their careers than they are to their own churches and to God. The Bible teaches us to set our Stewardship in order. Unger’s Commentary defines Stewardship as “someone managing someone else’s property.” Christians often forgets that ALL they have belongs to God and they are simply managers of what He has blessed them with. Set your Stewardship in order and your Christian lives will prosper and even church growth will occur. We should not give to God because we want Him to return a tenfold gain to us. Tithing deals more with Faith and Obedience than it does money. We, your committee, urge you to tithe to your church at least a tenth of all your funds. If you want to have a prosperous church, give as God prospers you. A church that has no budget for benevolence or evangelism is not obeying God’s command. If you want to see the true heart of a church look at where it spends most of its money.
Is it on things or on soul winning?
Next, we want to remind everyone the even our Usage and Doctrine declares that all finances of the church should be done through tithing and offerings, not yard sales and cake walks. Do not demoralize God’s house with such behavior. If we give to God’s greater cause, He will bless our efforts.
In closing, ask yourself, How is our personal stewardship? Do we have things or does things have us? Set thine own house in order. Someone once said, Give until it hurts, we encourage everyone to do more than that, Give until it brings spiritual joy.
God indeed loves a cheerful giver.
Rev. Terry Howser
Bro. Mike L. Denning
Bro. Kyle Eden

Moral and Social Issues
(Appointed)
We, your committee on Moral and Social Issues, believe that the world is further from God today than it has ever been. II Timothy 4:3-4 “For the time will come when they will not endure sound doctrine: but after their own lusts shall they heap to themselves teachers, having itching ears: and they shall turn away their ears from the truth, and shall be turned unto fables. We believe that this is where the world is at today.
We believe that is the responsibility of the Christian to live the best moral and social life that he or she can. We can only do that if we put God number our lives. The Word of God gives us the examples of how to live a good moral and social life, it is up to us to live it. We would like to put this challenge before this association, “From this day forward, I will be the best Christian I can be.”
Rev. Eric Latrimer
Rev. Matt McGuire
Rev. Kenneth Sullivan

Education Committee
(Appointed)
Education is viewed as not as important as many other assets of the church today. But we know in our hearts that education is one of the most important assets we have in our churches. We give more time for our children to be taught about Jesus, God, and the Bible in Sunday School than the time we give our preacher to tell us God’s will for our lives.
If the world is throwing more problems and situations at us then we are teaching how to overcome the obstacles it sends our way then we need to give our teachers more resources, training, and encouragement today than ever before.
Therefore, we ask each church to look at its education process (literature, teachers, training, class structure, size, and needs) and how we can increase our effectiveness in promoting the Kingdom of God and then pray for God’s guidance in how to implement it.
Rev. Kenneth Sullivan

Sunday School Committee
(Appointed)
We the committee on Sunday School, would like to encourage each church to continue to support the growth in Sunday School.
In order to build upon the Word of God. First we must know it. Secondly, we must believe it. The devil knows the Word of God but he doesn’t believe it. Thirdly, we must teach it. Too many times Sunday School is play time. It is just a time for someone to meet with a group and spend time playing games and generally wasting time. While games and other learning activities have their place in the learning experience, we must remember that we are here to teach the Word and not just to entertain our class members for a while. A healthy Sunday School will grow our church.

Report Of The Members Of The Council Of Association
Representing The Mt. Union Association
This year at our November 5, 2007 meeting, we your C/A members presented the following motions:
(1) Be it resolved that the directors at our General Baptist Headquarters in Popular Bluff, MO (Executive, International Missions, National Missions, Congregational Ministries, and Pastoral Ministries), terms of employment be changed from an open term to a 4 year term with a possibility of consecutive terms.
(2) If any of these directors have reached this term limit already in their employment, they may serve one more 4 year term before leaving their office. If any director leaves after his/her 3 terms are completed, they must wait 4 years before entering another director position. If any director leaves before his/her 3 terms are up, they may serve in another director position, if vacant and the C/A approves, for the remaining of the 3 terms.
(3) The Ministry Evaluation Committee, after evaluating each director after their 3rd year of their 4 year term, shall submit to the C/A if the director desires to stay after their 4 year term or if they desire to leave. If the director desires or the C/A feels the director should leave after their term, the director may complete the 4th year giving a year to pray for and seek a new director for the vacant position.
The motions were made together, because if one failed, they all failed. The vote was taken after a lot of debate, and the vote failed. One thing to note was, we had 100% support for the vote from the Portland Association, and that got every bodies attention. After the motion failed several members of the C/A desired to have a meeting with the Mt. Union and Portland Associations to get input on our concerns. Barry Cullen (the Ministry Evaluation Committee Chairman), John Sloan (Pastoral Ministries Director), and Gearl Payne Personal Committee Chairman were chosen to come and meet with the Associates. We invited each Church from our Association to come to Martin Chapel General Baptist Church for a meeting on January 12, 2008 with the Portland Association. The following reports were submitted:
REPORT OF THE MEETING WITH MT. UNION AND PORTLAND ASSOCIATIONS
At the November 2007 C/A meeting Chairman Chris Vaught appointed the following to meet with Mt. Union and Portland Associations.
The meeting was on January 12, 2008 at the Martins Chapel G. B. Church.
Due to his wife’s illness, Gearl Payne was not able to attend.
The purpose of this report is to relate the concerns expressed at the meeting. Attached to this report are the comments from one of the associational members who attended the meeting.
An estimate of the attendance is around 40. There were leaders from both associations as well as present and former C/A members. They appreciated the opportunity of having the meeting and received us well. There was a reference to 2 other times the G.A. leadership or representatives of the leadership met with them and nothing was done about their concerns. They were not sure this meeting would produce any results either. It was cited that several thousand dollars was spent on the progress committee and the concerns reported were not addressed.
The concerns focused on two areas: the Headquarters/Leadership and the Council of Association.
Headquarters/Leadership
The overall feeling is a lack of confidence and trust in the leadership. This lack of trust renders the present headquarters leadership ineffective. The feeling is that the leadership wants the system to serve them instead of the denomination. It is felt that their main concern is getting approval for their work and the money to support it. It was expressed that the G.A. has lost the vision for smaller churches and the leadership is not interested in the smaller churches. It is felt that the leadership wants to see larger churches established without belonging to a local association. Comments were made as to the Leadership Team goals being too general and hard to measure. They lack vision, not looking toward the future. Some stated the desire to see two leaders leave their positions. Generalized statements were made in supporting this, but no specifics were given. It was stated that they wanted term limits on the directors or have a vote of confidence.
Council of Association
Comment was given that the restructuring of the denomination was in the right direction, but not followed through for accountability. It has brought about the co-operation of the ministries, but has not been successful in the grass roots participation. Initiatives started by headquarters are not presented to the C/A before implementation.
It is felt that the L. T. is the main influence on the decisions of the Executive Council and the C/A. They expressed that a better job needs to be done in presenting candidates for L.T. positions. C/A members need to know more about the person and their qualifications before they vote on them. More time is needed at C/A meetings for getting to know nominees for the Executive Council before the vote is taken. It was expressed how new business is left until the end of the C/A meetings. This does not leave time for discussion. Concern was expressed as to the promotion of a church plant or G.B. work, but if it fails nothing is reported—only hearing about the positive and not the negative. It was felt there was at least one time when raises were given to the L.T. and the C/A wasn’t told how much it would be.
It was related that statements have been made that if ones church does not participate in Unified Giving they should not serve on the Executive council.
Conclusion
The overall feeling expressed was the need for changes and changes in leadership. If change does not come, those present expressed the feeling of not wanting to be part of the General Association although they have a love for and are General Baptist.
COMMENTS FROM ONE OF THOSE WHO ATTENDED THE MEETING
It is believed that currently we are faced with stagnation in our present leadership in offering direction and support to our local associations and smaller churches. There is a feeling among many that the present leadership does not support the establishment and work of the local association. There is also a conviction that our present leadership does not present to our people the right direction for the 21st century. It seems that there are those among us who see our leadership dragging along with outdated ideology and outmoded programs with a vision from the past when we need to be reaching forth to effectively minister in today’s world.
While thirty plus years of service to General Baptist is appreciated many feel that the inability to perform capably, a lack of trust, a mindset of intimidation and the above mentioned problems render our present leadership ineffective and even deterrent to the progress and unity of the denomination.
From hearing the voices of others from different areas of the denomination, as wall as those voices from the southern Kentucky and northern Tennessee area of the denomination, leads one to assume that a change in leadership is imminent within the next year or two at the most, or we will splinter into many different directions. No one, not even our present leadership, would want that to happen. Therefore the issue before us becomes, what can be done to see that in the future we do not fall into another period of stagnation, fragmentation, and disunity?
In order to correct this crisis there must be put into place changes that will safeguard us. Such changes could be term limits for the leadership directors, or a vote of confidence that requires a 2/3 or 3/4 vote by the majority of the G.A. or C/A delegates to remain in office as would be set forth in the Constitution and Bylaws.

At our May 5th, 2008 C/A meeting , the Executive Council had voted to establish a task force committee to meet with the Mt. Union and Portland Associations C/A members and other associations when the need arises and possible other leaders of said associations to address the concerns by these associations and develop ways to build trust and working relationships among the Leadership Team, C/A, and these associations.
A meeting was scheduled for August 11, 2008 at the Portland G.B. Church with invitation to all our churches. At the meeting the Portland Association presented the following report:
In the meeting of representatives from the churches, which included the pastor and two representatives from each church and all present and former C/A members of Portland Association of G.B., on July 24, 2008 at the Portland G.B. Church the following statement was adopted as the official statement of the Portland Association:
As representatives of the Portland Association, we present the following concerns for consideration to the task force:
1. There is a need for a change in the process of planning ministry with a greater involvement of the full body of the C/A.
2. There is a need of a greater concentration of ministry to establish local churches that have been overlooked while developing new ministries and projects.
3. There is a need for a clearer structure of accountability for hiring and evaluation of personal and the development and implementation of projects.
4. There is a need of greater effort at establishing communication between the leadership team, C/A, and the local churches.
Therefore: We recommend that this be accomplished by making a more concentrated effort to follow the Constitution and Bylaws of the General Baptist Council of Association of the General Association of General Baptists. The Preamble to that constitution states, “The Council of Associations is to be the eyes, head, and heart of the General Association of General Baptist to enable the most effective means of fulfilling God’s Will for the people of God called General Baptist” and Article II of the constitution states, “The purpose of this organization shall be to provide overall leadership and supervision in planning, implementing, coordination, and evaluating the various ministries of the General Association of General Baptist.” If necessary, make any revision to the present constitution and bylaws that would accomplish these goals.
2008-2009 Council of Association Representatives:
Bro. David Youngblood, Bro. Steve Moore, Penny Martin, Bro. Mike Brady, and Ray Hodges Alternates are Debbie Everett and Alan Linson

Many comments were shared and voices heard of our problems and concerns. We feel that someone who will be vocal about our concerns should be elected as our new C/A member. We urge all members of our association to be very prayerful for our denomination, its direction, and its leaders. May God change their direction and heart or move them out of their position.
Thank you again for allowing us to serve this Association as your C/A representatives.

Committee on Helping Mt. Union Association Students at OCU
We, the committee on helping Mt. Union Associations students at OCU,
make the following recommendations:
*Beginning in the fall of 2009, any member of the Mt. Union Association of General Baptists, who attends OCU is eligible to receive an annual renewable scholarship of $500 for a maximum of four years of undergraduate work.
* That the maximum expense to the association be capped at $2000 per year. Should more than four students be eligible at one time, the money would be divided equally among them.
* That in order to be eligible for this scholarship, the student must have a minimum 3.0 GPA in eight semesters of high school and in order to continue to receive the scholarship the student must maintain a 3.0 at OCU.
* That the scholarship would be awarded to the university, on behalf of the student, upon proof of enrollment and attendance, which would be provided by OCU.
* That the scholarship(s) be funded by an increase of 50 cents in the association’s dues per member per year.
* That the total dollars in the fund be capped at $3000. When the funds reach a total of $3000 the funds will be used in the Association’s general budget until such time as additional funds are needed for scholarships.
* That a standing committee of five people be appointed to oversee the program.
* That $500 each year from the love offerings at the Sunday Schools’ Convention is designated to go to this fund, as long as the fund does not exceed $3000.
* That an application form be developed by the committee and posted on the Association web site. The committee will meet annually during the Association meeting to review the applications and make a report to the Association.
* That the committee be authorized to plan an annual Fall visit to OCU for interested members of the Association targeting high school students.
* That the committee be authorized to develop a program which encourages Mt. Union Association Churches and members to send cards, care packages, and prayers to our students attending OCU.
* That the committee be authorized to correspond with high schools in our area to encourage them to invite OCU to any event such as a college fair, college night, etc.
